Obituary for Wayne H. Dougherty

Wayne Harold Dougherty, of Havre de Grace, MD, passed away at home on September 21, 2022, surrounded by his loving family. He was 74.

Mr. Dougherty was born in Red Bank, NJ on February 24, 1948, to Charles and Dolores Dorr Dougherty. He was the devoted husband of 49 years to Mary Marini Dougherty, loving father of Joseph W. Harter, Maria G. Dougherty-Walker (J.W.), grandfather of Emery G. Walker and Lev A.R. Walker, and brother of Beverly Jacques, Charles Dougherty (Jean Ann), Larry Dougherty (Sharon), Merrill Dougherty (Darlene), and Keith Dougherty (Debbie).

Mr. Dougherty was a police officer for the Havre de Grace Police Department, then went on to serve as a Harford County Sherriff from 1974-2001, attaining the rank of Corporal. During his service with the Harford County Sherriff’s Office, he served in various roles including Training Coordinator and Hostage/ Terrorist Negotiator.

After his retirement from the Harford County Sherriff’s Office in 2001, Mr. Dougherty went on to serve the City of Havre de Grace. He served on the Havre de Grace City Council from 1998-1999, 2002-2003 (Council President in 2003), and 2005-2006 before being elected Mayor in 2007, a position he held until 2015. Mr. Dougherty described serving the citizens of Havre de Grace as some of the happiest years of his life.
Wayne was also deeply devoted to his family. He and his wife Mary spent many happy years traveling with friends and spending time with his beloved sister and brothers. His greatest love was spending countless hours watching his children and grandchildren grow, play, and celebrate every milestone. He particularly enjoyed cooking and eating with his family, as well as taking his beloved granddaughter Emery to every show, amusement park and restaurant so they could laugh, snack, and enjoy each other’s company. Wayne’s grandson Lev was born in 2019 and they formed an instant bond and enjoyed many hours playing cars and trucks together. In addition, Wayne loved animals. He rescued many kittens and found loving homes for them. He found such joy in feeding the birds and squirrels in his backyard; he referred to them as “his guys.” Wayne made his wife Mary, son Joseph, daughter Maria, her husband JW, granddaughter Emery, and grandson Lev, his main priority; always putting their needs ahead of anything he was doing. He truly enjoyed being a brother, husband, father, grandfather and will forever be deeply missed.
