Ret. Colonel Willard  N. "Neal"  Mills
Colonel Willard N. Mills “Neal”, passed away on March 20, 2018 at The Villages Regional Hospital, FL.
He was the devoted father of Candice Lyons, Regina Overbay, Christopher Mills, and Travis Mills; beloved grandfather to Tristan Steever, Jacob Lyons, Madison Overbay, Gaby Mills and Aiva Mills; brother of Cathy Edmonds.

He was a Retired Air Force Colonel and City Planning Director.
Col. Mills was a graduate of Havre de Grace High and the University of Missouri. He later received a master’s degree in political science from Auburn University, and a master’s degree in management from Webster University. Commissioned in 1974 as a Second Lieutenant, he piloted C-141 and C-5 aircraft reaching over 3,500 flight hours and status as Command Pilot. Promoted in 1997 to the rank of Colonel, he was stationed at Dover Air Force Base, as Vice Commander of the 436 Airlift Wing. During his career, he carried out numerous assignments, including overseeing the worldwide movement of personnel and outsized cargo on scheduled, special assignment, exercise, and contingency airlift missions, as well as flying missions in Operation Urgent Fury in Grenada, Desert Shield and Desert Storm in the Middle East, and serving as a military observer with the United Nations Truce Supervisory Organization in Cairo, Egypt. He retired from the United States Air Force in 2001. Col. Mills went on to hold positions as Deputy Director of Homeland Security for the State of Delaware and Director of Planning for Havre De Grace, Maryland before retiring in 2016.

Upon retirement, Col. Mills moved to the Villages Community in Florida. He was an avid golfer, enjoyed spending time with friends and family, and building and collecting clocks. He could often be found rooting on his beloved Baltimore Orioles, watching March Madness, or yelling at the Ravens on tv. His greatest pride and joy was service to his country, in the United States Air Force, his children, and his best friend - his dog Rosie.

A visitation will be held on April 4, 2018 from 2 to 4 P.M. and 6 to 8 P.M. at the Zellman Funeral Home, P.A., 123 S. Washington Street, Havre de Grace, MD 21078

A graveside service will be held on April 5, 2018 at 11 A.M. at the Angel Hill Cemetery, Havre de Grace, MD.
In lieu of flowers, friends and family may make a charitable donation to the American Cancer Society in his memory.
