Born on May 18, 1945, in Brooklyn, New York, Frank dedicated his life to service and the pursuit of knowledge, leaving a lasting impact on all who had the privilege to know him.

Frank proudly served in positions to include a Supervisor Operations Research Analyst, Chief of the Human Factors Integration Division, and before retirement served as the Acting Director, Human Research and Engineering Directorate for the Department of the Army for over 43 years, where his commitment to excellence was exemplified through his participation in significant projects, including the original ENIAC Computer at Aberdeen Proving Ground (APG). Demonstrating a noble spirit, he volunteered to deploy to Vietnam as a government employee, providing vital training to soldiers on new firearms during a pivotal time in history.

A man of diverse passions, Frank was a lifelong firearms enthusiast and a dedicated coin collector. He had a deep love for horses, not only owning but also training racehorses throughout his life. Whether at the racetrack or engaged in spirited games of blackjack, He loved to play racket ball and was the APG Champion for several years, playing against 4-Star Generals. Frank brought enthusiasm and joy to every endeavor he undertook.

He is survived by his beloved wife, Linda McCummings Paragallo, who provided unwavering support throughout their life together. He cherished his step-children, Stacy McCummings, Scott McCummings, and Heather McCummings Davis (Christopher), step-grandchildren, Tyler McCummings (Bri Eagan McCummings), Brianna McCummings Foster (Daulton), Emily Davis, and Austin Davis, and step-great-grandchild Parker McCummings, each of whom held a special place in his heart. Franklin's sister, Linda Wood, and brother, Richard Paragallo, also survive him, carrying forward his legacy of love and dedication to family. Franklin was preceded in death by his parents Franklin Ralph Paragallo, Sr. and Stella Jean Webb Paragallo.
